A causeway was built over to Granite Island to help transport the rock quarried there - it is still maintained, and the rails are used for horse-drawn trams in the summer months. The horses were wintering in a paddock somewhere, and some of the rails were being dug up. But the causeway only takes 5 minutes to walk.
The couple on the rails are my parents.
