I'm not sure, but I think that the kids are giving free chalks while they are waiting.

I do know that they are allowed to play in the closed streets and draw on the asphalt surfaces before the leaders of the parade approach - the roads are almost completely filled with the drawings and, thanks to the dry weather over December, they can linger for days.
